Action group blocks

Action group is an array of action blocks linked to a specific when block. Each group is identified by the ID of a when block it is linked to.
An action group is triggered by an individual when block, unlike the regular then/else blocks, which are triggered by the state of the whole scene.
Action groups are organized as a dictionary under thenGroups or elseGroups elements in the root of a scene object.
Action group located in thenGroups is executed for true condition of a corresponding when block.
A block from elseGroups is executed for false condition.
Both then/else groups are optional, however a when block can be linked to up to one pair of action groups.
Upon creation a when block is linked to an action group via the field actionGroup, i.e. a key in thenGroups or elseGroups must correspond to the value of actionGroup field of a when block.
Once a scene is created, this identifier is replaced with when block ID.
